What a handyman can and can’t do in Casselberry, FL
Florida does not require a state contractor licence for general handyman work, but that exemption never covers electrical, plumbing, HVAC or roofing — those trades always need their own licensed contractor, no matter the job size — and it does not remove Casselberry’s own permit requirements for work like fence and door/window replacement.

Electrical, plumbing, HVAC/air-conditioning and roofing are each their own separately licensed specialty in Florida, and none of them carry a minor-job exemption the way general handyman work does — a paid job in any of those trades needs a licensed contractor regardless of size.
What Casselberry charges for a permit
Casselberry runs its own Building Division at 95 Triplet Lake Drive for addresses inside city limits. The city publishes flat permit fees for the physical work types a handyman touches:

Deer Run and 32730 (Fern Park) are not inside Casselberry city limits.
Deer Run — one of the largest single-family subdivisions carrying a Casselberry mailing address — sits in unincorporated Seminole County. The city annexed part of it from 1978 to 1982, the county sued over the annexation’s legality, and it was de-annexed. ZIP 32730’s postal city is Fern Park, also an unincorporated Seminole County community.
Any permitted repair at those addresses files with Seminole County Building Division in Sanford, not with the City of Casselberry on Triplet Lake Drive. Different portal, different fee schedule, different inspector. Ask us to confirm jurisdiction before we quote permitted work at your address.
Business Tax Receipt
The City of Casselberry requires a Business Tax Receipt for any business operating within city limits, applied for through the CitizenServe portal. Because Casselberry sits inside Seminole County, a business here commonly needs both a city and a county receipt.
